Post which is our country's public utilities plays an important role in people's economic life. Enjoying the postal service is one of the fundamental rights of citizens. Therefore, in the postal industry, the quality of service is particularly important. China's postal sector plays an important role in the promotion of national economic,social development and protect citizens the right to basic communi- cation .But with development of China's economic and depth of reform , the issues of Post's traditional management system industry are emerging and increasingly unable to meet the economic development .Form 2006, postal reform has began ice-breaking journey, which main content can be summarized as "a separation of the two reforms, four perfect." "A separate" is separating government from enterprise and restructuring postal regulator. "Two reform" that is set up China Post Group Corporation, postal reform, the main industry, the reform of postal savings. "Four perfect" that improve the universal service mechanism, special service mechanism, security mechanism, the price formation mechanism. The new "Postal Law" on April 24, 2009 officially was promulgated. Although in form, postal sector reform has achieved the separation of enterprise from government ,the State Post Bureau to monitor the identity of the coming .But in fact its institutions, personnel and finance have the intricate links, so that considering own interest, postal sector is difficult to be fair regulation in the monitoring process . It allows the Postal Service to design an effective monitoring mechanism. Effective monitoring mechanism not only makes postal play an important role, but also has a progress future. In the view of Law- Economics, this article absorbs previous research results through the lessons, learns from foreign advanced experience of postal reform, tries to answer which kind of China postal regulatory mechanism we need, how to improve the existing regulatory system and supervision mechanism and so on.This paper is divided into four parts. The first part is the overview of the postal industry regulation generally. Based on the technical and economic characteristics of the postal sector ,this paper summarized characteristics of public goods in the industry, network and economies of scale, continuity of service and cost characteristics such as precipitation. From a general point ,I generalized the concept,the purpose and content of supervision .Monitoring include the content of the price regulation, market access and product quality regulations and other regulations. Combining these two parts,the paper comes to the management problems of the postal industry ,a postal regulation mainly contains a price regulation, market access and regulation and quality of service regulation.The second part is the monitoring mechanism of the Postal Industry Economics. According to the first chapter ,the paper begin to analyze China's postal industry. Firstly it lists economic theory which is related to the economic. There are public interest theory, theory of incentive regulation and cost-benefit analysis. Especially the cost-benefit analysis is usually used in law-economics. The paper introduces the main ideas and theories, and put focus on the Supervision of China Post. From early days of foundation, China Post has gone through about seven stages. With the beginning of a bit of separate the existing system. All the way to today's government and enterprises, we set up the China Post Group re-establishment of postal regulator.Then it elaborates on China Post and the implementation of existing regulatory mechanisms and use economic theories to analyze .We can infer that the implementation of existing regulatory mechanisms also has a lot of problems in postal industry. The mechanism and specific formulation of laws and regulations have many deficiencies.The third part is the international experience which gives an example to China's postal .In postal industry the developed countries have many successful models. the paper lists Germany, Britain and Japan, through the analysis of these cases it comes up for our reform of reference ,which includes the avoidance of the absence of government functions, strengthening the information security monitoring, maintenance of good order of market competition, regulatory approach of diversification choice.The fourth part proposes some suggestions about Post-regulatory system. By integrating the first three chapters of this paper, it comes up some reasonable proposals of improvement of Post-regulatory system. It includes following proposes: drafting rational approach in price control mechanism; relaxing the conditions of market access regulation; improving the "unity government supervision" of the management system.The paper gives newly "Postal Law" a brief appraisal. New postal Law has three major innovations: it clearly puts forward the concept of universal postal service, expresses delivery companies legal status quality of service and safety in terms of postal enterprises. However, there are some issues on certain legal .Such as a list of postal market concepts are not clear; for the express delivery industry, accessing condition is too high, the postal monopoly of reference and are not clear. Therefore, the formulation of the law has room to improve.
