Analysis Of Performance Evaluation Of The World Bank Loan Second Inland Waterway Project

With the deepening of public management system reform in China, the performance of public funds project is paid more and more attention to by the government and the society. The Ministry of Finance has set the governmental public expending performance evaluation system as an important way to boost the scientification and refinement of finance. Compared with the four development phases of the performance evaluation in other countries, the performance evaluation in China are facing the problems such as uncompleted policy mechanisms and lacking of experience because it started relatively late in our country. To standardize and advance the performance evaluation, the Ministry of Finance formulated the Approaches and Guidelines for performance evaluation and carried out the pilot work in the whole country, with the international finance organization loan projects as the entry point.First, the author makes a detail statement on the evaluation principle, proof collection, and development of index and approaches of performance analysis. Meanwhile, the author also analyzes the five elements that influencing the performance evaluation such as the integrity of materials and the accuracy of the index development.Second, the author makes an analysis on the implementation and the status of performance evaluation of the World Bank Loan Second Inland Waterway Project. Through the analysis, the author comes to the conclusion that there are three existing problems. First, the performance evaluation is relatively lagging behind. Second, there are no supporting policy and mechanism. Third, there is no consistency of the project management. Therefore the author comes out with the strategies that we should have the leading concept of performance evaluation, set up the security system of performance evaluation and strengthen the integrity of performance evaluation and project management.Third, through the comprehensive performance evaluation, the performance evaluation will develop from result-oriented to the combination of result-oriented and project-driving. In this way, the management and monitoring of international finance organization loan project will be strengthened and the effect of the project will be better.
