The 11th "Five-Year Plan" of Guangdong Province appeals to speed up the development of "two-wings" and mountain areas, enhance the environmental protection when transferring industry, restrict high-polluting industries' transferring to the "two-wings" and mountainous areas, establish and improve coordination mechanisms to achieve benefit-sharing and win-win situation among the "two-wings",mountains and the Pearl River Delta. The mountains are less developed areas in Guangdong Province; its development particularly draws much social attention. From the perspective of opportunity outside, developed regions especially the Pearl River Delta has great pressure on adjusting industrial structure, and industry transfer to outlying regions can scarcely wait, so the less developed regions is expected toe achieve industrialization objectives through carrying on these industries. While from the perspective of challenges inside, the less developed regions falling into a vicious circle of poverty because of marginalization and vulnerable of natural environment, with a low level of carrying on industry; located on the upper reaches of river in the province, the less developed regions need to give up the traditional industrialization due to undertake ecological barriers. Therefore, we need to find an effective solution which both using the opportunities and freeing itself from the constraint. Namely, we attempt to build both ecological safeguards and sustainable livelihoods simultaneously in less developed areas, so the countermeasures here are: main functional areas' division, implementation of industrial choice in terms of two areas and innovation of ecological compensation etc.
