Conforming to the fourth wave industry transfer,some industries which lose comparative advantage in their own region start to transfer to less developed areas in the process of realizing industrial structure adjustment in southeast coastal area of our country,and the occurrence of this phenomenon provides an important opportunity for them to learn new technology,new knowledge and improve innovation ability,achieve cross-border development.Using interregional industry transfer to improve regional innovation capability in less developed regions becomes an important way to narrow regional disparity and promote harmonic development of regional economy.After transferring industry to less developed regions,it will bring mobility and complementarity of knowledge,information and resources with undertaking areas,and will not only have a direct impact on the innovation ability of regional innovation system through innovation spillover effect,but also produce influence of the network structure of regional innovation system through affecting innovation behavior of companies,universities,scientific research institutes,governments,intermediary organizations and so on in regional innovation system,and it has some kind of complexity.Therefore,it has important significance to study the influence of regional innovation system in less developed regions by interregional industry transfer.On the basis of related research about interregional industry transfer and regional innovation system,the research expounds the connotation,motivation,feature,pattern of interregional industry transfer and the connotation,element,function,feature of regional innovation system.Start with the vision of development stage of interregional industry transfer of regional innovation system in less developed regions and the operation process of regional innovation system in less developed regions by the influence of interregional industry transfer,the research constructs a framework of present situation analysis,influence mechanism,influence relationship,influence efficiency.First,analyzes the influence factors of undertaking interregional industry transfer in less developed regions based on five factors: cost,market,industrial agglo meration,barrier trade and investment environment.The research does a measurement about scale and type of undertaking interregional industry transfer in less developed regions using absolute share method,industry transfer index method and location quotient.Based on this point,the research has found the existing problems and influence of regional innovation system caused by interregional industry transfer in our country.Then,analysed the influence mechanism of regional innovation system by interregional industry transfer according to the thinking of influence essential factor,influence path and influence effect.The influenceincludes elements of technological innovation,product innovation,marketing innovation and institutional innovation.And the influence path based on network structure is analysed through using structural equation model.As a result,innovation spillover,association driven,structural optimization and environmental optimization.Next,the research has done a simulation for the influence relation of regional innovation system in less developed regions by interregional industry transfer through using system dynamics model.Last,based on the analysis of the influence of regional innovation system,the research has built a influence efficiency evaluation model of regional innovation system in less developed regions by interregional industry transfer through using stochastic frontier model,and has done a evaluate.According toinfluence of regional innovation system by interregional industry transfer,the research has put forward countermeasures for hoisting innovation capability of regional innovation system in less developed regions by interregional industry transfer from three levels: enterprise,industry,government.On the enterprise level,we should hoist capacities of technological innovation,new product development,market innovation and enterprise culture innovation in less developed regions.On the industry level,we should undertake interregional industry transfer,optimize regional industrial structure and strengthen innovative cooperation with innovation subject selectively.On the government level,we should promote the construction of regional innovation environment,build a reasonable policy system,and promote regional system innovation.
