Whether the international or domestic, the regional integration has become a more obvious general trend. Gansu province located in the northwest is an underdeveloped province, and has many differences between regions. In 2009, Gansu province puts the regional development strategy forward, which focuses on the Lanzhou-Baiyin economic circle and adopts many measures to support Lanzhou-Baiyin area to develop firstly in order to play a leading role in regional development. However, where is the driving force in Lanzhou-Baiyin economic circle?This paper summarizes the theory and practice in the domestic regional integration, and discusses driving forces and development strategies in regional economic integration combined with the status quo of economic development in Lanzhou and Baiyin city. Firstly, the paper combs through the research background of Lanzhou-Baiyin regional integration, domestic theoretical study progress and the related theory in the integration of urban and rural areas; secondly, based on the environment, resources and economic and social development, it explores the main problems of regional integration and constraints in Lanzhou-Baiyin regional integration; thirdly, using qualitative and quantitative approach, the paper analyzes economic, social, environmental and policies driving forces which affects Lanzhou-Baiyin regional integration, and combined endogenous and exogenous power relations, from industrial structure optimization, regional network integration, ecological environment protection, policy system innovation, puts development strategies forward. Finally, it points out the shortcomings and problems which need to be studied further.
