Facing the integration of information internet and globalization in 21 cn, Higher education is undergoing tremendous changes. China will celebrate its 60th anniversary this year, and we have performed this opening reform policy for 30 years. This is also the moment for higher education to face the trend to become international and popular. During the transformation of elite education to mass education all colleges and universities are facing fierce competition. As a new form of higher education with no ready-made patterns and road to refer to, independent colleges needs to overcome difficulties and challenges by themselves and finds out their own development strategies and response measures to avoid weaknesses and maximize their advantages in the effort to create their own brand characteristics to survive and develop.Through the analysis of present status and development trend of domestic and international education sector, this paper tried to explore the strategic planning of HR, especially how it establish its core competitiveness and develop its own brand with its opportunities, threats, strengths and weaknesses and also how it locate its orientation and formulate its objectives and strategic choices, how it form its characteristics and core competitiveness in the service of local economy.Hope that this report can bring out some thinking and offer a new way to the development of independent college.
