Study On Promoting The Development Of Low Carbon Economy In Gansu

There is an increasingly apparent tendency that high carbon economy is changing into low carbon economy in the whole world as the climate change has become an important topic in the world. Whether developing countries like China could make use of the late-development advantages to promote the development of low carbon economy in the process of industrialization and control the commanding points of the development of the world's economy should be a key point of our strategic planning in the next long period of time. How to develop low carbon economy and choose ways of incentive to promote the development of low-carbon economy is of important practical significance for western China to resolve the issues such as ecological and environmental protection, energy conservation, economic competitiveness enhancement, etc. in the next tens of years.This paper tentatively analyzes the connotation of the economics concerning low carbon economy and studies the feasibility of developing low carbon economy in Gansu and then reaches the results that Gansu has the potentiality and superiority to develop low carbon economy from four aspects such as vigorously carrying out international cooperation in CDM projects, optimizing the structure of energy consumption, extending industrial chains and transforming ways of economic growth in the financial crisis. However, as a less developed province in Northwestern China, Gansu has four constrains, the R&D of low carbon economy, the credit aid of low carbon economy, the lack of intermediary market in CDM projects and the institutions, to develop this type of economy. Based on contasting the five motivating ways to promote the development of low carbon economy at home and abroad, according to the actual situation in Gansu, this paper objectively chooses Clean Development Mechanism to promote the development of low carbon economic and gives countermeasures in order to provide trial experience for other provinces in western China to do the research on how to choose proper patterns of encouragement to promote the development of low carbon economy.
