Recently, the environment is becoming worse due to the abnormal climate change. It causes a worldwide alert to protect the environment and economic development. A new style of economic development model—a low carbon economy has becoming to a hot topic.The combination of economic development and environmental research could be traced back to the 70s last century, when the EU had already begun to develop the low-carbon economy as a new industrial revolution.EU issued a series of laws and regulations at the beginning of this century. Developing the low-carbon economy is a trend in modern society. China has also followed the global trend. While learning the experience of the EU, we should adapt to the development and national condition of low-carbon economy with Chinese characteristics.The development of low-carbon economy is becoming from the theory of sustainable development and the theory of circular economy evolved form. To gain more output by the emissions of little greenhouse gas. Reducing the using of the limited resource, we should develop a new economic growth.In this paper, we analyze several European low-carbon economic development measures. There is enlightenment for us that we should combine the government, business and public together to develop the low-carbon economy. In the article, we also describe some development status, our government enacts a number of policies, laws and regulations, for instance, Wuhai city of Inner Mongolia has become a low-carbon city.Although China has gained many successes, there are many troubles, for instance, large proportion of energy, the slow adjustment of industrial structure, the backward technology, lacking of founds and other issues, the carbon tariffs from EU. These difficulties will bring a lot of pressure to China's low-carbon economy growth. However, the road of low-carbon economy will not be changed.At the end of the paper, I propose some measures:improving the government's legal system, strengthening the cooperation, developing the low-carbon technologies. Really do good job in combination and coordination of government, business and public.
