Outsourcing-based virtual project is some randomness market competition that enterprise group to win, is a cooperative project between chief and outsourcers for winning the market competition. With the widespread development of outsourcing, as an innovative and effective project management outsourcing-based virtual project played a unique role in the trend of economic globalization, and has gradually become a new way that enterprises deal with the challenges. Cooperative member enterprise of outsourcing-based virtual project is mainly chief and outsourcer. The coalition between chief and outsourcer stressed the contribution of member companies with their respective strengths, won the opportunity with fastest speed and optimum combination. In the case of enterprise resource compatible, chief selected appropriate resources from different outsourcers, effective resources has been complemented and integrated in process of project, which was more flexibility and less risky than enterprise resource portfolio of enterprise group. Chief seek lack of resource ability by selecting of outsourcers, and established partnership.Papers from three-tier structures of the model of outsourcing-based virtual project, combined with cooperative principle, analyzed establishment and integration of resources of the outsourcing-based virtual projects in the resource collaborative process. Then, the paper analyzed implementation and process control, discussed of mechanism trust cooperation of reputation, resource sharing mechanism, incentive and restraint mechanisms, dynamic monitoring and feedback mechanism. The purpose made achieve resource coordination between the chief and members of company. Specifically, cooperative members of the development achieved the project objectives. Through planning, program implementation, project implementation, project control in the course of operation of outsourcing virtual project. Cooperative members of the resource planning run through the whole life cycle. Three main stages of the life cycle of outsourcing virtual project constructed the whole collaborative process. In the process of formation of outsourcing virtual project, resource coordination process is the chief selected outsourcers, analyzed factors, selected evaluation indicators, assessed the performance of potential outsourcers, selected outsourcers, signed mutually agreed contract which is mainly managed by the chief.
