Hoodoo National Geopark of the Yellow River geological heritage formed four million years ago, between the end of the Tertiary and the beginning of the Quaternary. It mainly experienced the structural movement, rock weathering, water erosion and gravitational collapse effects. The geomorphology includes the cliff, towering rock walls, rock pillars, which is very typical and different from the other similar geomorphology. It is also well preserved and very graceful, so the Hoodoo National Geopark of the Yellow River has very special scientific value and aesthetic value. The assessment of Hoodoo National Geopark of the Yellow River is a process of revealing the scientific value. Tourism resource,as a state-owned asset, has a crucial role for local development. The result of destructive use will make the state-owned asset hardly to restore, so it is imperative to assess the value of tourism resource. Moreover, the reform of the scenic area management system has emerged, and some cases such as transferring the management and the listing of tourism enterprise, were following with the reform. So the assessment also has some practical significance.First, we reviewed the theory, basic concepts and papers of tourism resources assessment, then based on the features of Hoodoo National Geopark of the Yellow River, selected an appropriate classification system including the assessment methods to assess economic value.Second, according to the Hoodoo National Geopark of the Yellow River occurrence and classification of tourist resources, we qualitatively assessed the tourism resources, and then concluded that the Hoodoo National Geopark of the Yellow River is rich of tourist resources in special combinations. The scenic area includes the erosion features, Yellow River "Ω" meander, Longwan oasis and Qingliangtai terrace, which all have high aesthetic values. Meanwhile, these shows the aeolian, valley and fluvial landscapes are very important in the scenic area. These geological features are very fragile, if they were destroyed, it was hardly to restore them, so during the development process, the protection must be considered. Finally, based on the method of survey, we used the TCM and CVM methods to assess the economic value of tourism resources, and then calculated the value of Hoodoo National Geopark of the Yellow River in 2008,which is 87.5612 million yuan. According to the guest origin of urban population, the non-use value of Hoodoo National Geopark of the Yellow River is 5.2535 million yuan. Because the local traffic conditions are poor, and the tourism promotion is not enough, so these may cause the relatively low value.Because of the special conditions of Hoodoo National Geopark of the Yellow River, when we calculated the non-use value, the local population is also considered. The survey method of willingness to pay is used to the local residents; the results showed that the tourism development has a lot of impacts to the local residents, including the fields of social, economic and cultural aspects. The residents can feel it obviously and have positive attitude to the tourism development. Meanwhile, the local residents are willing to pay for the development of tourist areas, or to provide labor service. It is very different from the attitudes of residents from the developed countries. To some extent, this reflects the characteristics of tourism development in developing countries.
