Oil and gas industry act as an important role in the national economy system. Its development is not only related to the development of national economy and national security, but also is closely concerned with people's living level of the nation. Under the guidance policy "stabilizing the east, developing the west", by its rich oil and gas resources and with a broad exploration of space, Xinjiang act as the "main force" and a key strategic base oil in China with aspect to the oil and gas industry. Through the research of Xinjiang's oil and gas industry of the status and trends in competitiveness, by seeking the enhance the competitiveness of Xinjiang's oil and gas industry an effective way, it provide the great practical significance for country's energy security strategy, safeguarding regional stability and sustainable economic development.This paper is mainly concerned with the study of oil and gas industry of Xinjiang region by using the theory of industrial competitiveness. First of all, the meaning of the industrial competitiveness is defined by elaborating competitive theory of oil and gas industry. Second, based on analyzing the current situation in Xinjiang oil and gas industry, the qualitative analysis of the affecting factors of competitiveness of Xinjiang oil and gas industry are provided by using Porter's "diamond model" theory. Third, according to the characteristics of its own oil and gas industry, a set of oil and gas industry competitiveness evaluation index system is set up. On this basis, the province is used as the research index for competitive evaluation, in accordance with these index in evaluation system, a large number of relevant statistical data are collected and organized, two kinds of statistical analysis methods are used for evaluating the industrial competitiveness of Xinjiang oil and gas. First, the multiple indicators are combined into a new small number of comprehensive indexes by using principal component analysis method, and then static evaluation and horizontal comparison are provided in Xinjiang and other major oil and gas production areas of oil and gas industry competition. Second, because of the subject have many uncertainties for competitiveness of Xinjiang's oil and gas industry development, changes are usually and with strong randomness, they are consistent with Markov characteristics and nature. Hence, it can be used by Markov chain analysis of the industrial competitiveness of Xinjiang oil and gas development trend of dynamic evaluation. The Evaluation results show that the production scale of the Xinjiang oil and gas industry have obvious advantages, the upstream industry of economies of scale are formulated, but the downstream industry is relatively small, value-added products is low level, industry chain of oil and gas is too short; Because of its rich oil and gas resources in Xinjiang, but the low rate of proven oil and gas resources because of the geological conditions. The potential of oil and gas exploration in Xinjiang is great; by the state monopoly characteristics, Xinjiang's industrial strategy has a strong competitive organization; Xinjiang oil and gas industry take a competitive disadvantage on technological innovation. The problems are the low proportion of high-quality talent, relatively weak technology education, and so on. Xinjiang oil and gas industry, upstream and downstream development of a serious shortage of related industries, obviously become the bottleneck of industrial development; general point of view, Xinjiang oil and gas industry has a strong comprehensive competitiveness and great potential for development. Finally, the countermeasures of improving the competitiveness of Xinjiang oil and gas industry were proposed.
