Under the background of the country constructing the safeguard housing system, affordable housing is becoming a hot spots of widespread concern. The affordable housing really solve the housing problem of the low-income group partly, but the formed price pattern of housing " double track " between affordable housing and commodity apartment, will grow a lot of corruption of renting unavoidably. In order to update and perfect the deficiency of the affordable housing and to carry out the policies of affordable housing better, this text research the development trend of the affordable housing, analyzes mainly from following respects:(1) The inherent law between household disposable income and affordable family housing capacity of residents has been analyzed. First of all, applying Engel's theory, a standard classification of different income groups can be get, and has been proved by the standard based on data of Xi'an; Secondly, taking family as house-purchasing subject, a mathematical model of affordable family housing capacity has been set by reasonably applying principle benefits of real estate Real Estate Valuation Theory. Combining with data of housing market in Xi'an, the affordable housing capacity of families of low income, medium low income and medium ones has been empirical analyzed. The results turn out to be in line with the housing policy of the affordable housing which the government implemented.(2) According to the mathematical model of affordable family housing capacity, further calculate the affordable family housing capacity index of families of low income, medium low income and medium ones has been made. After drawing the conclusion of dynamic changes of affordable housing security groups, research on laws of dynamic changes has been set. Afterwards, by applying Econometric Theory and setting up model of affordable family housing capacity trends of low income, medium low ones, and combining the data of Xi'an, the conclusion of dynamic changes of affordable housing security groups has been proved(3) Combine housing affordability of low-income and the price development trend of affordable housing, the paper have analyzed the possibility of the merger in the affordable housing and commodity apartment, and draw two conclusions:Shortly, Xi'an should also develop and construct the affordable housing in order to meet the house-purchase demand of the low-income household; In the long term, in order to avoid the question that the dual track system produced, the affordable housing will take the road to merge with the commodity apartment inevitable when it finish the transition mission of safeguard housing, this also is the inevitable choice to protect and promote the development of chain's house market reasonable and orderly.
