From1991to the present,affordable housing has gone through the brewing andexploration stage,the stage of starting and development,the wandering and transformationstage,and then enters the policy strengthen phase.After years of development,affordablehousing has achieved great results,but there are also many problems to be solved,summarized as "not applicable" and "not economic".The issues specific performance:thehousing design not applicable, engineering quality problems, community planningunreasonable,surrounding culture,education and medical service facilities,and transportdevelopment is not complete,these problems led to the final result is to increase the cost ofhousehold,as well as the happiness of life greatly reduced.At this point,we propose the concept of affordable housing economic affordability.If afamily can pay the economic costs in the whole life cycle of the purchase,use,recycling ofaffordable housing,at the same time they can meet the well-being of the family,then weconsider the affordable housing to meet the economic affordability.In contrast,if the cost ofa stage exceeds the affordable range,or the family life is not happy,then we believe that theaffordable housing does not meet the economic affordability.Affordable housing economic affordability research probably divided into two sides:oneis the important theoretical basis of affordable housing economic affordability research,another is the evaluation of affordable housing economic affordability,and both aspectsmutual penetrate and complement each other.The important theoretical bases for this studyare Smart Growth and Life Cycle Cost theory.The Smart Growth is risen in the United States,committed to improve the communityand protecting the environment,which is a sustainable development concept."Provideaffordable housing" is one of its five important goals.In the view of the develop mode of affordable housing,Smart Growth provides atheoretical basis for land use,community planning,transportation planning and housingdesign of affordable housing,which makes it towards a more rational,more economical andmore suitable direction; also it can enhance the economic affordability of affordable housing. At the same time,based on the life cycle cost theory,researching the economicaffordability of affordable housing in the whole life,getting the measurement method ofaffordable housing economic affordability.The evaluation of affordable housing economic affordability is divided into two parts:the influencing factors evaluation and life cycle cost evaluation.First,we use the form ofquestionnaire and analyzed by the SPSS statistical software,got the main factors which affectaffordable housing economic affordability.They are housing price,house structure,community greening rate,community human environment,the Community internal trafficand external traffic,the medical facilities surrounding the community,and so on.Using themeasurement method of affordable housing economic affordability calculates the life cyclecost,further evaluate of its economic affordability.Finally,according to the development actuality of affordable housing in Xi’an and theanalysis results,come up with some suggestions to improve the economic affordability ofaffordable housing in Xi’an,to promote stable and healthy development of affordable housingin Xi’an....
