Talent dispatch that is associated with the market economy is a kind of employment mechanism, and also is a new configuration mode of the human resources market. With talent dispatch appearing, for society, alleviated the pressure of employment and promoted human resource allocation; for dispatch organizations, expanded the business opportunity and increased the profits income; for the accepting enterprises, helped to save the cost of personnel management and increase the elasticity of employment; for dispatch staff, provided another kind of new employment channels, and helpful for himself development and management.In recent years, with the development of economy and the thorough reform of the labor and personnel system, talent dispatch which a new employing way in China developed very quickly. It is vital significance for rational configuration of talents, give play to the role of talents adequately, and improve management efficiency and specialization level of talents, and promote economic and social development. However there is also some risks, especially to the accepting enterprises, the risk is bigger, so is worth studying carefully. The thesis considers that the accepting enterprise's talents dispatch risk refers to enterprises in implementing talent dispatch process, by suffering the internal and external factors, failed to achieve the goal, leaded to the severity of the potential damage. The risk of talent dispatch is unpredictability, diversity and controllable, specific performance of legal risk, management risk, financial risk and joint liability risk.This thesis mainly focuses on the risk identification and assessment of talent dispatch. First of all, according to the theory of talent dispatching, the theory of risk identification and the theory of risk evaluation, based on the common methods of risk identification and evaluation, and combined the particularity of talent dispatching risks, the thesis establishes the method system of talent dispatch risk identification and evaluation. In advance, the thesis selects flow chart method for talent dispatch risk identification, tries to follow the procedures, signed to the talent dispatching agreement between the enterprise and dispatch organizations, and the labor contract between the dispatch organization and the dispatch staff, defines the talent dispatch to three phases that early dispatch phase, middle dispatch phase and late dispatch phase, and identification and analysis of 13 risk factors. Then chooses risk matrix method for risk assessment and risk rating. Secondly, the thesis combined with the actual cases of the branch company of offshore oil field construction in northern China, and applied the method of system, identifies and evaluates the talents dispatch risk. Finally, according to the risk, puts forward the risk control measures combined with interior and exterior, in order to promote the healthy development of talents dispatch.
