Decade Of Natural Forest Protection Project In Shaanxi Current Situation And Development Strategies

Nowadays, the issue related to environment and development has drawn a lot of attention universally. Apparently, it is an inevitable tendency to establish the ecological awareness, to seek a new strategy for facilitation and to implement the natural approach. The majority of China's timber resources is regarded as the natural forests, by the virtue of it, the China Communist Party (CCP) combined with the State Council (SC) launched up the Natural Forest Protection Project (NFPP), in order to re-produce and progress the timber resources, to improve the ecological environment in China, along with the target to simulate the development of economy and society. Since 2000, the project has made considerable contributions on the domains into the society, inter alia, economy, ecological efficiency, the territorial environment protection and harmony between society and economy concerning the sustainable development.Shaanxi is the one of provinces to perform the NFPP. It is importantly meaningful to faciliate the process of NEPP in Shaan Xi, as well as in China, by researching the development of establishment of NEPP in the past decade years, summarizeing the related experience, analyzing the problems and effects invovled and studying the reasonal countermeasures.Based on the relevant research progress, this thesis will illustrate the background of implementation of NEPP ecologically socially and economically, in order to sum up the effects produced by the Shaan Xi Tian Bao Project (TBP) in the last 10 years. Also, the paper is going to analyze the current problems with respect to the use of TBP involved into the protection of natural forests, management, the investment of the project, living circumstance of local people and system in the forest zone. Moreover, a considerable suggestion will be provided to the subjects,such as extending the limitation of TBP, improving the living circumstance of employees of the TBP, accelerating the reform process of the state-owned forestry enterprises and forest conversions, commutating the management policies of collective forests, setting up a long-term efficiency system, adjusting the technical and cost standards of the TBP, adopting the measures to divide main and slave parts and to localize the management, strengthening the efforts to progress the timber industry, building up explanation funds, increasing the ability in the light of the investments of TBP, and so on.
