Research On The Problems And Countermeasures In Implementation The Natural Forest Protection Project

The natural forest resource, as the basic forest resources of China, is the major target in forest management. The development of natural forest resources is relatives between the survival and of human society. The natural forest protection project (hereinafter referred to as NFPP) is a project based on the national interests of the entire Chinese country. It is a major measure both to build up an ecological barrier and to preserve the precious ecological resources for Chinese descendants. Since NFPP was launched in 2000, it has made a great contribution to ecological environment protection, economy as well as social sustainable development. However, some questions in the implementing of the project should not to be neglect. To analysis and study these problems and shortcomings, and to explore effective ways to address the various problems and solutions have great practical significance. These also can guarantee the project implementation smoothly. Meanwhile, the forest resource sustainable management will be come true.According to the sustainable development theory and using the previous studies for reference, the study takes Shaanxi Province as an example. By using the scientific methods and induction, the author found out the existed problems in the process of design, implementation and management of NFPP in the study region. Correspondingly, the solutions, the countermeasures and the main conclusions are given as follows.First, the achievements of the NFPP in Shaanxi Province were approbated. Second, the existed issues in the NFPP were analyzed systematically from two aspects on the design and implementation. The negative factors which constraint the smooth implementation of NFPP in Shaanxi Province were pointed out, such as the static budget of NFPP funding, the policy of social security and the rights and interests of workers, NFPP capacity-building, Plantation policy, forest ecological benefits compensation, the lag of policy on the follow-up industry development in forest areas, the performing of local matching funds, the decrease of local financial revenue, outstanding bank debt of enterprises, the lack of teacher, doctor and policeman, the forest damage by wildlife, the management plan on the ecological forest protection tasks and the running term of NFPP.Second,this paper gave some solutions on these issues. Here are them.(1) To ensure the rational and efficient capital investment by adjusting the NFPP "implementation plan" determinedly;(2) To establish a perfect social security system in order to guarantee the rights of the insured person;(3) To establish the mechanism of forest ecological benefit compensation for those losses;(4) To strengthen the scientific and technological support to the project;(5) To improve the management and protection of forest resources, to strengthen the hill woods authority management for ensuring the resources safe;(6) To develop policies on non-public forestry and eco-immigration steadily;(7) To accelerate the development of the follow-up industries in NFPP areas, and to increase the self-development ability of the natural forest areas;(8) To implement the NFPP area community participation program;(9) To protect the natural forest resources intensively and to establish the laws and regulations of project management, to extended part of the project period;(10) To develop artificial forest vigorously, to promote the natural resource protection;(11) To setup the demonstration sites appropriately;(12) To regulate the archives managing and to establish the information system in order to improve efficiency;(13) To enhance the ecological monitoring and the evaluation of the effectiveness of the NFPP work.
