In the new historical period, building comprehensive well-off society and accelerating socialist modernization construction, cultivating and developing non-public forestry is good for promoting forestry strategic adjustment of economic structure, optimizing the allocation of resources, expanding forest area, meeting social economic development of ecological environment, providing products of dual demand and realizing forestry development by strides.After forestry property reform, the non-public forestry investment subject have the rights to use and do with woodlands, which makes the owners consider the woodlands as their owe asset to manage , which is good for improving the efficiency of forest, and solving the contradiction of wood supply and demand. Therefore, the development of non-public sectors of the forest is realizing forestry development by strides, and also an inevitable choice of forestry development. When individual and family managers run forestry, the need of forestry materials, product information, technology, capital, labor and management are increasing; however, this management mode cannot satisfy the forestry management needs, which is harmful for the forestry managers. Therefore, it is urgent to construct a non-public forestry development of socialization service system, which provides a stable policy environment and development mechanism for the further development of the non-public forestry.This dissertation introduces Japanese and American private forest socialization service system, and summarizes the successful experience of foreign private forest service system. using household survey and discussion method to do research on non-public forestry in Bayannaoer. Discussing the importance of constructing non-public forestry socialization service system in Inner Mongolia, and trying to make policy proposals of non-public forestry socialization service system.
