American began to innovate in traditional laissez-faire land policy after the Dust Bowl in the 1930s. They governed serious soil erosion by many measures, and gained some achievements. However, with American economic rapid developing, the problem of agricultural environment went further worsening in the 1950s and 1960s. Especially, chemistry pollutions caused by excessive utilization of pesticide and fertilizer had seriously menaced public health and life safety. In 1962, Rachel Carson published Silent Spring, which initiated grand environmental protection movement in the United States, and made the governing of agricultural environment go forward a new phrase. Henceforce, American adopted some new measures about agriculture environmental protection, such as law and policy, science-technology and engineering project, propaganda and education. At the same time, American government enhanced large-scaled comprehensive governing to other kinds of the pollution. These measures made the governing of agricultural environment problem gain a great improvement. In the 1990s, most problem of agricultural environment had been solved, and agriculture production stepped on a road of sustainable development. It appeared harmonious coexistence of man and nature everywhere in American rural and urban districts. The successful governing not only guarantees American public food safety, improves American public quality of life, appeases the contradiction between agriculture production and environment protections and promotes social harmonization; but also causes great significance to other countries'governing in agricultural environment problems, transformation of agriculture production model and building of ecology society in the future.
