Environmental Protection In China Financial Policy Research

With the development of economy, the awareness of the public in environment protection is enhanced, the requirement that they want to improve their living standard by ameliorating environment becoming more and more urgent. At the same time, there are still environment pollution, ecology imbalance, energy crisis, greenhouse effect. If we don't pay much attention to all of these and take effective measure to solve them, we will follow the track of some developed countries, in which there is both developed economy and deteriorated environment. And our economy will be harmed someday.In economics, environment aggravation, in the essence means that there is market failure in the environment question and the environment resources. So it is necessary to analyze the market failure question to related environment question. According to this, we should try to build an efficient public fiscal policy of environment protection by government, referring to the points of public economics theory, environment economics and institutional economics.There are four parts in this thesis.The first part: the theory analysis on financial involvement environment protection. Set about from two aspects: First of all, from the necessity of government involvement environment protection, we mainly analyze the market failure in the environment question and the environment resources, for instance, the publicity of environment resources, the economic people's non-rationality behavior, the environment pollution exterior efficiency, the environment protection exterior efficiency and the dissymmetry of information about environment protection; Secondly, from the analysis on necessity of the government involvement environment question, we look for the policy methods in the ecology construction and the environment protection and analyze every method of them. This part lays emphasis on theory and is the first focal point.
