Urban agriculture has been one of the developing directions in many areas with abundant contents and different functions. With the development of economy, the city scale is enlarging, but agriculture in Changzhou is facing different pressures, and the environmental problem is more and more serious. Therefore, to protect environment, to change the mode of production and to realize the diversified function of agriculture, urban agriculture based on environmental protection is the developing trend of the agriculture in Changzhou.As the principle of environmental protection, the method of the combination of the theoretical analysis and authentic proof research on the base of analyzing statistical data and developing materials of Changzhou has been used in the paper to discuss the development of urban agriculture focusing on the adjustment of industrial structure and spatial distribution.Based on analyzing the agricultural development in Changzhou from 2003 to 2007, the function of urban agriculture in the future has been described, ensuring the basic production supply, enhancing the competitive ability and perfecting the service system. Combined with the evolution of industrial structure, the plan of structure adjustment and the measures to the different industries have been put forward. According to agricultural location theory and recycling economy theory, the rule of spatial distribution of urban agricultural in Changzhou has been concluded and some detailed plans have been also given based on environmental protection. Meanwhile some projects and techniques have been raised to reduce the pollution, and even to improve the environment. Finally certain suggestions to the key issues in the progress of developing urban agriculture have been put forward.
