Since The late 70s and the early 80s of last century,western countries launched a massive administration reform movement, also called"reinventing government movement."Bring the market competition mechanism and private sector management methods into the government's public service, in order to minimize costs, maximize efficiency and diversify service principal, and so on. In this trend, local governments such as Nanjing, Dalian and other cities, first proposed the slogan of building a service-oriented government. Other local governments and their departments also carried out gradually to build service-oriented government activities. After ten years of exploration and practice,service-oriented government construction in China has achieved great results. In recent years, as an important function department of government market supervision, the administrative department of industry and commerce at all levels has exploring and practicing on building service-oriented government .But due to lack of systematic and theoretical guidance with own functional characteristics , the construction of service concept, function positioning are different. Be exposed to the trend of building service-oriented government, Western Development, Pan-pearl river delta regional co-operation and development, China and ASEAN Free Trade Area , the Beibu Gulf economic development and other historic opportunity make more and more high value location in Guangxi. Guangxi actively participates in multi-regional exchanges and cooperation, increasing the level of economic internationalization. As the administrative department of industry and commerce taking possession of maintaining the market economic order in Guangxi,, launched a series of service management innovation activities , and achieved primary success in the practice of building a service-oriented construction of industrial and commercial administration, such as improving the registration and monitoring services, law enforcement services, increasing network information construction, improving the investment environment ,and promoting local economic and social development. However, the service-oriented construction of industrial and commercial administration is complicated system engineering. compared to the current situation and business service management of the developed provinces and cities , there are still many problems in Guangxi industrial and commercial administration in practice, for example, conception of services and rule of law is deficient, function transformation is not in place, and the quality of contingent cadres needs to be improved and so on. These problems affect service-oriented construction of industrial and commercial administration, and also affect the process of service-oriented government. Therefore, this article is significant that it proposes measures and paths of building a service oriented industrial and commercial administration based on learning advanced theories and practical experience.This article is divided into three parts. The first part is the introduction, mainly summarizing the background and significance of topics, current research at home and abroad, the research method and innovations. The second is part of the body. There are four chapters. Chapter one mainly summarizes the meaning of industrial and commercial administration, functions and responsibilities and the development process. Chapter two defines the basic connotation of service-oriented administration for industry and commerce, and then describes the theoretical basis and practical requirements .Chapter three taking industrial and commercial administration departments in Guangxi as research object, indicates that Guangxi has achieved effectiveness and existed some problems. Chapter four addressing these issues, establishes the concept of service and the rule of law, positions functions, and constructs high-quality cadres, and many other angles of the building service-oriented measures and ways of business. The third part is the conclusion. It further refined view of this article, objectively pointed out the deficiencies, and finally point out future research directions.
