The Research On The Service Creation For The Ministry Of Commerce And Industry Under The Vision Of The Service-oriented Government

The reports of The Eighteenth National Congress of the CPC proposed that for sticking to the administrative system goal of socialism with Chinese characteristics, we should push forward and enhance that the separation of government functions on investment, social undertaking, and market intermediaries, as well as to instruct a service-oriented government, which with scientific functions, optimized structure, clean, highly efficiency, and people satisfaction. The first part is the Introduction, which set forth the background, significance and the method of the research, as well as the related research at home and abroad, theories origin of a service- oriented government, research on governance and the related practice on the department of administration for industry and commerce. What’s more, the Introduction sets out the meaning of service- oriented government instruction, the research on government administration and practice on The Ministry of Commerce and Industry. In the Introduction,it also states the meaning, connotation and the characteristic of service- oriented government instruction in China today, it guides the instruction of service – oriented The Ministry of Commerce and Industry on a macro scale, what posses from the theoretical basis of service-oriented government, they are the traditional people-based thought, benevolent governing thought, new public management and new public service. The second part of this paper introduces three practices which explore the instruction service – oriented mode in The Ministry of Commerce and Industry. They are Da Lian who proposed the service – oriented mode first, Cheng Du who introduced the internationally standards,and Ning Bo who picked out needs-oriented service first. The third part of the paper discusses that nowadays The Ministry of Commerce and Industry runs by the direction of service – oriented mode.
