Interval-valued fuzzy set is a development from of fuzzy set, which was proposed on the bases of interval number and fuzzy set theory. It gives a description of fuzzy information in a more general form and can meticulously denote the decision information and avoid the loss of it.In recent years, the research on interval-valued fuzzy set theory ware focused on basic theory, and most scholars'research are focused on the triangular-interval fuzzy number theory. Illumined by this idea, with the concept of interval-valued fuzzy sets this paper uses interval trapezoidal fuzzy number to represent the attribute values in multi-attribute decision making. And based on this, this paper studies the operational laws of interval-valued fuzzy set, and the distance formula of two interval-valued fuzzy set, as well as a rank method.Moreover,this paper also studies multiple attribute decision making problem with attribute values as interval-valued fuzzy set, and introduces the TOPSIS and OWGA method based on t interval-valued fuzzy set. Afterwards, this paper establishes the indicator system for E-commerce risk assessment, and proves the feasibility and efficiency of the indicator system and two methods. The results derived from the case not only benefit the E-business managers for knowing about the underlying risk and the damages of the risk, but also can provide the support to risk mitigation.
