Financial trends of globalization and the new information technology was widely applied to the banking industry which making china financial industry has undergo tremendous changes , It also influences the competition structure among china commercial banks intensively. To get success in competition, commercial banks attach great importance to strategic management and expresses higher claim on performance evaluation ,expect to achieve more information related to strategic decision and sustain able development. But the performance evaluation system available in commercial banks now only emphasizes on reflecting historical data,it no longer suits to the new situation's need and cannot make comprehensive evaluation on the bank's management resuit. Therefore,for the commercial banks in china,a scientific and rational evaluation system bears real significance on the exaltation of competitive edge.This essay begins with reviewing the development history of the traditional performance evaluation system and points out its insufficiencies on the ground and then analyzed traditional and new performance evaluation methods. This article also demonstrates the applicability of the balanced scored card in banks,. Based on it ,this paper establishes the commercial bank performance evaluation system in china under management concerned,which contain four aspects: finance,clients,interior operation , learning and development and formed a maximization of the value of target,and financial indicator and non-financial indicators,short-term targets and long-term targets, indicators of static and dynamic indicators in a comprehensive performance evaluation system. In this system,mainly through before and after the chain of causality linked to performance evaluation identified the need to select targets,reuse AHP indicators threat percent which make the system more practical and comprehensive.
