Highway Engineering Project BOQ is compatible with the market economy, allowing engineering contracting companies offer their own, through market competition to determine the project price valuation models, but also with the international practice of pricing models. The implementation of the model indicates that China has a major project cost management system changes. However, due to corresponding measures or incomplete establishment of BOQ calculation rules and highway project budget quota calculation rules are different, and engineering under the BOQ risk factors not taken into account the probability distribution of the project was the implementation of BOQ After the tender of construction enterprises to face greater risk. Thus, while accepting the challenge of fierce market competition, in the analysis of the risks and the use of tendering the project itself, the risks of bidding strategies based on efforts to improve the successful rate and awarded the tender quality, and for the construction enterprises is a very important task .In this paper, first in the analysis of cross-roads Fa [2009] No. 221 document and the "highway engineering standards of construction tender documents" and "highway construction bidding pre-qualification document" elaborated on the basis of highway engineering projects under the BOQ Tender Offer methods and the use of bidding strategy, simultaneous analysis of highway projects (subgrade engineering part) in the bidding process and these risk factors influence the risk of the tender offer. Secondly, the tender offer risk identification, risk analysis and evaluation are described separately and proposed analysis method based on decomposition of the embankment project risk identification model, by the crystal ball software engineering probability distribution of the amount of risk variables to fit, and simulate its the corresponding probability distribution, through the use of Crystal Ball software, Monte Carlo simulation techniques for risk analysis of the bids for the project influenced the amount of risk factors, again the use of fuzzy comprehensive evaluation method for analysis to determine their risk level and, consequently, decision-makers risk preferences, decide on the final tender offer. The final adoption of engineering examples and further demonstrated that the method as a risk analysis techniques have unique advantages and wide applicability.
