Research On Medicine Logistics Enterprise Performance Evaluation System Based On BSC

With the promotion and implementation of china's medical care system reform, the economic structure and competition pattern of Chinese medicine logistics industry is undergoing a lot of changes. This new policy is not only accelerating the new configuration to medical resource and industry reshuffle process, but also speeding up logistics enterprise transition develops and increasing the degree of concentration. In the fierce market competition, pharmaceutical logistics enterprises need to keep sustainable and high performance, improve management models and raise efficiency constantly, along with reducing operating costs. For now, chinese medicine logistics enterprise has always been concerned with their performance assessment, and achieved good results, but the traditional financial method cannot fully reflect the performance of enterprises,as a result of which the BSC method was developed.Based on domestic and foreign research on performance evaluation, the article analysed the effect of three types of business model--logistics,pure sales,retails to the new medical policies.Then builds up evaluation index system of pharmaceutical logistics industry on Balanced Scorecard theory. The index system set up four indexes, it is that the first class index includes financial profit, consumers'satisfaction, internal operation and personal development opportunities. These factors'weight are determined by using analytic hierarchy process (AHP), then according to the experts'results in questionnaire survey, the subjection degree function of every index is confirmed. So we can draw a conclusion of performance evaluation results of pharmaceutical logistics industry by using fuzzy summarizing assessment.In order to validate the credibility and validity of this performance evaluation system, The proposed model is used in a real medicine logistics enterprise example. according to the practical business datas in 2009,this paper sets an appraisal index system, constructs a fuzzy comprehensive model to evaluate the performance of the company operations and analyze the results,then put forward suggestion on improvement.In the summary of domestic and international theories on performance evaluation, this paper construct performance evaluation index systems of pharmaceutical logistics enterprise based on the Balanced Scorecard full of four indexes, each factor is evaluated by the fuzzy theory and this paper carry on empirical research based on theoretical analysis.The results will be helpful for identifying the core competitive advantages of the pharmaceutical logistics industry and pointing out the areas in need of improvement. Then the model and evaluation method this paper raised possesses operability.
