Measuring Ict Impact On China's Agriculture And Rural Economy Development: Empirical Study And System Simulation

In recent years, the government attaches great importance to information and communication technology application in agriculture and rural economy, carrying out many large projects, such as "Golden Agriculture Project," "Integrated Information Service Platform Construction in rural areas" and "Information and Communication Technology Application Demonstration Project". Driven by market profits and financial privilege, information and communication enterprises, agricultural enterprises, research institutes, universities and relative associations have actively involved in information and communication technology application in rural areas for many years. Therefore, measurement of ICT impact on China's agriculture and rural economy development is of significance. In order to find out the relationship between information and communication technology application and agriculture and rural economy development, this paper is organized as follows:In the first part, this paper makes a brief summary of information and communication technology application in agriculture and rural economy in both developed countries and china. Then, this part puts forward the main issues needed to study and also indicates the research outline.In the second part, the paper makes a literature review on rural informatization, economic growth theories, and information and communication technology impacts on agriculture and rural economy, which build a solid foundation for this paper.In the third part, based on system engineering and information economic theory, this paper puts forward a new framework for analyzing the relationship between modern information and communication technology application and agriculture and rural economy development. Then, this paper established a new model in agriculture and rural economy development.In the fourth part, using panel data from 1999 to 2006 in 30 provinces, this paper made an empirical study on the relationship between information and communication technology application and china's agriculture and rural economy development. Then, this paper puts forward some suggestions on information and communication technology application in china's agriculture and rural areas.In the fifth part, based on the qualitative and quantitative analysis before, this paper established an information system for rural information and rural economic growth analysis.At last, this paper makes conclusions of this paper and plans for further research in the next step.
