As the main power to promote the Agricultural Product Processing Industry (APPI), the Large and Medium-scale Agricultural Products Processing Enterprises (LMAPPE) lead the way of the scientific and technological development of APPI, and they are the determinant of a country's technical innovation capacity. With the deepening of national scientific and technologic reforms, more enterprises increase the investment dynamics unceasingly, by taking some measures such as increasing investment on research and effort on personnel's development and training, which have achieved major success.In 2007, the government built the National Agricultural Product Processing Technology Research Center (NAPPTRC), and till now it has 201 branch centers, including cereals and oils processing field, meat processing field, fish processing field and vegetable processing field. The result of statistical calculation shows that the centers have implemented 734 research projects, applied for 189 patents, extended 333 technologies. For the excellent facilities, high research investment, technical leading position in the industry and formidable economic potentiality, these centers stand for scientific and technological strength of the industry. Therefore, analyzing the input-output of science and technology efficiency in LMAPPE and NAPPTRC can give us ideas to formulate and implement policies to develop the scientific and technological ability.In this paper, based on the relevant innovation theory, neoclassical growth theory and enterprise competence theory, the author makes a practical study of input-output of science and technology efficiency in LMAPPE and NAPPTRC, and gives suggests on improving the national agricultural product processing technology research system, enhancing the enterprises' principle position on the market, increasing the investment on R&D, boosting cooperation in technology and building technology fund. |
