With the advent of the era of knowledge economy, the development ofenterprises gradually evolved with the accumulation of knowledge-based capacitydevelopment. Relative to the general business, state-owned enterprises easier accessto enterprise core resources needed to grow, but the growth of their technical capacityis relatively slow. The ultimate goal of Enterprise income distribution system reformis to promote the development of enterprises, and the development of enterprises mustultimately rely on technical capacity. Rational income distribution system can beconfigured on the elements of a strong right incentive to promote cohesion andindividual resources to the transformation of organizational resources, and ultimatelypromote the growth of technical capacity. Therefore, this article through theoreticalanalysis and empirical testing, trying to propose a model of income distributionsystem to promote the growth of technical capacity in state-owned enterprises.At First, based on resource-based theory, property rights theory and institutionalchange theory, this paper presents, the growth of technical capacity of enterprisesmainly includes two processes: one is the individual human capital through privateinvestment to enhance the individual technical capacity; the other one is organizationtechnical capacity growth. The individuals learn through group collaboration and theformation of new organizational knowledge to achieve organizational technicalcapacity. This implementation depends on both the ability and motivation ofemployees, must have the guarantees and incentives can be transformed into behavior.If the human capital can participate the remainder-sharing, human capital specificinvestment will be able to get a reasonable return, staff enthusiasm for innovation willbe enhanced. Therefore, the capital monopolize the remainder-sharing in the incomedistribution system of state-owned enterprises is not conducive to the growth oftechnical capacity, human capital property rights must be established to promote thegrowth of individual technical capacity and organizational technical capacity.Then, based on theoretical analysis and research hypotheses, the view of theabove has been empirical tested. This paper select the2011top100of China’sState-owned listed companies and data for all Central State-owned listed company2009-2012for the study sample, descriptive statistics using statistical software Stata11, OLS regression methods used to test the model and result analysis. Throughempirical test, this paper draw the following conclusion: within the existing state-owned enterprise income distribution system,(1) the increase of labor incomewas not significant on the relationship between the enterprise technological capabilitygrowth;(2) the increase of capital gains and the growth of the enterprise technologicalcapability has inverted u-shaped correlation;(3) enterprise’s total net assets (ROA) toincrease profitability is not conducive to the growth of the enterprise technologicalcapability;(4) enterprise return on equity (ROE) and earnings per share (EPS) on thegrowth of enterprise technical ability have a certain degree of role;(5) enterprisecapital intensity (CI) to the enterprise technological capability ’s growth hassignificant negative effect.In summary, the theoretical analysis point of view through an empirical test,because the unreasonable income distribution system, state-owned enterprises andlabor income capital income increased technological capabilities of enterprises grownot play a significant role in promoting. Combined with the empirical results, thispaper from the nature of state-owned enterprises, the different humanremainder-sharing mechanism, enterprise internal income distribution for acombination of short-term incentive and long-term incentive,and some relatedcountermeasures and suggestions are put forward.
