Since 2008, the international finance crisis, lasting for a long time and spreading around the whole world, has generated increasing negative impact upon the economy of China. It also pinched the development of rural economy of China constantly and the negative effect was gradually extended. Facing the sluggish economic growth, rural economy and construction, originally falling into the category of slow development, countered with new difficulties for development. As one of the most production materials,"land"property right system plays the role of being the primary factor to decide whether agricultural value of output can maintain sustainable growth, whether farmers can persistently increase income, and whether the livelihood construction of rural areas can be persistently enhanced. Meanwhile, the problems in respect of land property right system of rural areas is also the"bottleneck"to restrict the development of Chinese rural economy, which is one of the key factors to result in the current status of slow economic development in rural areas. Therefore, such problems should be solved by depending upon policy improvement. Just under this background, this paper reviewed the problems related to rural land property right system of China, and analyzed the current status of the problems regarding land property right in China by adopting the approach of combining both qualitative and quantitative analysis. Moreover, Through studying the existing problems in respect of rural land property right and combining with the state policies related to new rural area construction in"11th 5-year plan"of China, this paper raised some thinking and suggestions to solve the problems of rural land property right.This paper consists of three parts, including:PartⅠ:Introduction. Firstly, This Part revealed the objective and significance of analyzing rural land property right system; secondly, this part reviewed the literatures related to reform of land property right system in China; thirdly, this part introduced the main content and research approach of this paper. PartⅡ: Current status and existing problems of rural land property right system in China. Firstly, this part reviewed the historic evolution of rural land property right system since the foundation of People's Republic of China; secondly, this part analyzed the existing problems in the current rural land property right policy of China. PartⅢ: Design of rural land property right system of China. By utilizing the approach of combining theory and practice together, this part raised the policy design solution to solve the rural land property right problems in China from three levels, namely, rural land property right, rural land management right, and rural land management right circulation.
