In recent years, the household contract responsibility system appeared the varying degree system barrier, has had a series of questions. Prominently displays in: Along with the modern economy development, the partial agricultural land including the farmland has been transformed into the industrial and commercial use, and the reduction of farmland by a reasonable speed, which is consistent with the laws of social development, so the new rural reconstruction has accelerated this process. Moreover with the agricultural land into industrial land, the land valued significantly, the farmers must also be able to enjoy the benefits. However, the unreasonable and unfair system of property fights to agricultural land, actually lcads the reduction of cultivated land by a non- rational speed, and the farmers lost their land when. it was not reasonable compensation.Through dating back the history of the reform of the rural land system, learning from the practice of the history, and to actively explore innovative ideas of its reform, we should stick to the future direction of the rural land system. This reform will benefit the most extensive, the most populous farmers of China, to ease the dual structural and social conflicts, to develop a harmonious society. This plays a vital role, and has great practical significance for resolving "three rural" issues, realizing the development strategy of the agricultural modernization and promoting rural economic growth and social development.
