The Study On Government's Responsibility Of Chinese Food Safety Regulatory Mechanism

On the basis of economic and society development, the standard of people's living is also being increased. However, for our country is going through a process of restructuring, All aspects of development level is imbalance, and unable to meet the development needs of the masses. First of all, it is manifested in the field of food safety. These years, the accident of food safety has occurred frequently. Especially for the"San Lu"event at the end of 2008, the effect is very serious, and also representative. Food should have to meet people's basic needs , Now, however, gave the whole community a burst of panic on food, Also gave people's lives and property a great of loss. This should call forth the attention of the whole society.Government can't fully assume there responsibility, this is one of the major factors of food safety incidents. Besides, my profession is public administration, so, this article will study the angle positioned of the responsibility of government at the food safety. For this problem, my paper will analyze from the following three aspects: First, the meaning of food safety regulatory mechanism and the reason and significance of the study of government responsibility; Second, the current situation and problem analysis of our government department's supervision in the food safety; Third, comments and suggestions for the government for how to fulfill its responsibility better. By analysis, we can found that at present, our government's regulatory mechanism on food safety is the main sub-regulation-based, species monitoring for assistance. This pattern has clear division of labor, but it also ignores the interface between regulation in the practice . At the same time, there are still the incorrect monitoring concept of food safety and a relatively backward testing standards in our government departments in monitoring activities. These problems need a long-term process to be completed. In addition, in 2009, " Food Safety Law OF The People's Republic of China " has been adopt and implement. This provides China's food safety supervision mechanism a legal basis to relying on. As long as we follow the laws and regulations strictly, establish a correct concept of food safety supervision,give full play to the Commission of Food Safety Supervision and Administration, to promote the harmonization of the government's regulatory activities, well will certainly be able to make more and more improvement of the food safety regulatory mechanism, and accelerate the government to play an increasingly effective role in the food safety supervision.
