Study On The Emergency Mechanism In Food Safety Crisis Management

Food safety problems have strong influences not only on the consumers and their families,but also on the competition of the food industry in the world.In these several years,more and more harmful subjects have threatened the health of the consumers,such as melamine and Sudan I.Food safety problems should be treated in a more serious way right now.In the year of 2008,numbers of Chinese babies were known to have fallen ill with kidney stones as a result of contaminated milk powder. Tests showed the milk powder contained the industrial chemical melamine.Later, the central government launched an investigation into the incident and called for a national inspection of dairy products.The Sanlu Group recalled 700 tons baby milk powder that were produced before August 6th.This paper,which is divided into five parts,is a study on the emergency mechanism in food safety crisis management, which is based on the case of Sanlu milk powder Scandal.In the first part,the author introduces some relative concepts about the study of the emergency mechanism in food safety emergencies,the theory of crisis management,the risk analysis theory,and the theory of administrative efficiency.The second part pays attention to the history of the crisis management in our country since 1949,and the history of the emergency mechanism in the field of food safety.And then the author gives a brief introduction and viewpoint to the Sanlu milk powder Scandal.The third part is about the organization system of the food safety emergency disposal.The author brings up that the organization system should be made up of three levels:the core part of the emergency disposal,the assistant emergency-disposal government departments,and the Non Government Organizations.In the forth part,the author pays attention to the procedures,norms,and methods of the emergency disposal in food safety emergency,in order to make the emergency disposal more efficient and more standard.In the last part,the safeguard system which is built for the emergency disposal is studied.The emergency disposal of the food safety emergency should be much better safeguarded recourses,laws,public media and the crisis education.
