In order to promote the reform of rural finance system and advance the building of new socialist countryside, China Banking Regulatory Commission promulgated the Opinions of Adjusting and Loosing the Access Policy of Banking Financial Institutions in Rural Areas. The CBRC launched a pilot project to establish three kinds of New-Type Rural Financial Institutions, namely Village or Township Banks, Rural Saving and Credit Cooperative, Lending Companies, to improve the coverage of financial services and break the monopoly of financial services in rural areas, enhance the economic vitality of rural areas and promote rural economic development. After three years of pilot work, New-Type Rural Financial Institutions have achieved a certain degree of development effectiveness, and there have been some issues of concern. Some experts and scholars have conducted studies of these issues. However, most of those studies are empirical studies of the pilot institutions and proposed particular development proposals for specific New-Type Rural Financial Institutions. Developmental Researches of the system of New-Type Rural Financial Institutions are rare. This paper considers the system of New-Type Rural Financial Institutions as a holonomic system with integrity, independence, relevance and dynamics based on the basic principle of systems theory, assesses the current status of development of the system through various statistics, studies the development of the system of New-Type Rural Financial Institutions from the angle of System Evolution Theory, which has important significance and a certain degree of innovation.On the basis of the theoretical analysis, this paper considers the system of New-Type Rural Financial Institutions as a holonomic system with a unique function, studies the elements, the overall structure, the external environment of this system, analyzes the functional effects of the system. And on this basis, this paper envisages the evolution of the system of New-Type Rural Financial Institutions and puts forward corresponding policy.This paper is divided into five chapters. Besides the Chapter 1, the major content consists of four parts:Chapter 2 explores the theoretical basis of the system research of the system of New-Type Rural Financial Institutions from the application of the system theory in the study of financial institution.Chapter 3 respectively analyzes the elements, overall structure and external environment of the system of New-Type Rural Financial Institutions. Firstly, Chapter 3 analyzes the element characteristics of the three New-Type Rural Financial Institutions based on Provisional Rules promulgated by CBRC and practical situation of Village or Township Banks, Rural Saving and Credit Cooperative, Lending Companies. Secondly, industry scale structure, spatial structure, distribution structure and market share structure of the system of New-Type Rural Financial Institutions have been analyzed through statistics of year 2008. Thirdly, this chapter analyzes the impact of external environment on the system which is affected by traditional rural financial institutions, the level of economic development in rural areas, the policy and the legal environment.Based on the above analysis, Chapter 4 proposes to build an element-comprehensively, well-structured, monitoring effectively and function effectively system of New-Type Rural Financial Institutions from the angles of the system self-organization theory.On the base of the analysis in Chapter 4, Chapter 5 puts forward corresponding policy about how to build a reasonable system of New-Type Rural Financial Institutions and how to promote the development of New-Type Rural Financial Institutions.
