Since the adoption of the policy of reform and opening to the outside world in China, in order to meet the requirements of the economic globalization, China has made full use of the international and domestic market and the international and the domestic resource so as to develop its open economy. Great achievements have been made in this aspect. Meanwhile, great progress has also been witnessed in developing the open economy in Inner Mongolia. However, compared with the more developed cities in the coastal regions, there still exists a gap in terms of the scope and quality of the economic development. The leading role of the development of the open economy contributes only a little to the social development. In the process of the development, a number of problems have emerged, which deserve the attention of the researchers.Through discussing the problems in the development of the open economy in Inner Mongolia and their causes, with the help of the successful experience from other countries, the author of the this paper has provided some suggestions and proposals on the government's role in the development of the open economy. These suggestions and proposals are used to help find the solutions to these problems, which may help the government to play its role of assistance in the development of the open economy. This is of significant importance for the economic and social development of Inner Mongolia.This paper is made up of five parts. In the first part, some definitions and theories of open economy are given with an introduction to the government's role in the economic development. In addition, the process and the achievements of China's development of the open economy are discussed. In the second part, from the micro and macro perspective, the development of the open economy in China and in Inner Mongolia are discussed, which is used to point the necessity of accelerating the development of the open economy in order to give the direction for the development of the open economy in Inner Mongolia. In the third part, an analysis is given for the existing problems in the development of the open economy in Inner Mongolia. In addition, the government's adequate role in this development is also discussed. In the fourth part, through discussing the successful example of the "national export strategy" adopted by the United States and Tianjin's successful example in developing the open economy, the author summarizes the lessons that Inner Mongolia can learn from these two successful cases. In the last part, by considering the actual situation of the economic and social development of Inner Mongolia, the author gives some reflections on the development of the open economy in Inner Mongolia. In addition, some suggestions and proposals are given in order to improve the government's role in the development of the open economy.
