In our country, the problems about countryside are not too few, but are too many. After entering the new century, the problem of"three agriculture"became one of key aspect which restricts continuous and rapid development of economy and society in our country."The countryside is really poor, the agriculture is really dangerous, the farmer is really painstaking"still is the real portraiture of problem of"three agriculture".After more than 20 years reform and opening , although the attention which paid by party and the country to the problem of three agriculture is more and more as the time going, because of all sorts of reasons, the problem of"three agriculture"has already became a stern question which is related to the history, the reality and the future. The marginalized and dwarfed countryside society became the important characteristic under dual society structure of city and countryside in the new century.The countryside is poor, the agriculture is dangerous and farmer is painstaking. The institutional cause of it is that our country has not yet formed a set of a unified public service system to eliminate the dual structure of city and countryside at present .In the countryside, the public service still presents the characteristic of"narrow coverage, low level". Even some administrative villages or the individual farmers have not enjoyed the most basic public service. If this situation cannot be solved well in a long time, it may cause the further revealing of all sorts of potential and negative factors inevitably in countryside, cause the relationships among the farmers, between the farmer and the autonomous organization, among the upper formation governments, between the countryside and the cities tend to be tense even to be dissimilated, and extremely do not favor public demand of economic and social development ,that is"stability overrides all other considerations".According to the people's social position of mastering their own country and the profound connotation of the people's sovereignty theory, in this crucial phase, our countryside public service still need the further reform and development. Under guiding of the view of science development, public service should offer efficient public product which have the economic, political and social nature to"three agriculture", cultivate the new peasant who are educated, understand the technology and can manage, reverse dual structure of the city and countryside, establish the uniform public service system in city and countryside...
