China’s economy achieved rapid growth in recent years, but at the same time the energy consumption is increasing year by year, the amount of carbon emissions is enormous,the relationship between energy supply and demand is very nervous, and the pressure of public opinion both at home and abroad is also growing. Therefore, the trational growth mode based on high energy consumption in our country is no longer feasible.Studying the factors which affect the efficiency of energy use and looking for ways to improve the energy efficiency are extremely important to our currently stituation.In this background, the paper proceed from the statistic datas of the30provinces and cities(except Tibet, as well as Hong Kong, Macao and Taiwan regions) from2001to2010years. The first, we use the method of the data envelopment analysis (DEA) to tectonic provinces and cities energy efficiency indicators, and use this efficiency value analysis of the current provincial and municipal energy efficiency; then make estimated efficiency values as the dependent variable to analysis the energy efficiency of the different regions impact mechanism of factors such as industrial structure, energy structure, the level of science and technology, economic development level and so on.The main research methods and process are as follows:First, through the study of the background of the problem, China’s total energy reserves is abundant, but the energy structure is too single, the levels of ownership per capita is low in the world. Energy intensity indicators in recent years continued to reduce, much lower than the level of developed countries, which shows the efficiency of energy use in China is not in high efficient, the energy problem has become more severe.Then, using data envelopment analysis (DEA) to calculate the value of the energy efficiency of the various provinces, and then do contrast between the regions. Make labor, investment and energy as three input elements, correspond to the GDP of the provinces as output elements, make use of data envelopment analysis method to measurement of the energy efficiency value of the provinces in2001-2010. Comparative analysis found that energy efficiency of Guangdong, Fujian is at a high level in a long time; Guizhou, Ningxia are at a relatively low level for a long time. At the same time, over the past decade the energy efficiency of the eastern region first reduce and then rise again, at this stage keep a gradual upward trend; the energy efficiency of the central and western regions is always at the stage of gradual decline, but in recent years, the rata of decline is slow down.Next, let provincial and municipal energy efficiency vale calculated by data envelopment analysis method as explanatory variables, through model form test use the same parameters panel data model to analysis various elements’influence on energy efficiency, and the data is divided into four parts as the country, East, West, and analysis the industrial structure, energy structure, the level of science and technology, economic development level and other factors’impact on different regional energy utilization efficiency mechanism. The results showed that the most obvious impact of the energy efficiency is the energy structure, especially in rich energy reserves of the central region, the effect is very strong; industrial structure’s affect on the energy efficiency broadly show an increase in the proportion of industry, energy efficiency decreases, but in the low economic level of western, industrial’s proction risen are able to a certain extent affect on improve energy efficiency; the stusdy results of economic development level show that, the eastern region has entered a stage of economic growth with growing energy efficiency, while the central and western regions to improve energy efficiency; showed a slight downward trend in energy efficiency with economic growth; model results show that the impact of technological progress on energy efficiency is not obvious, especially in the eastern region, and even showed some negative correlation, which may be indicators constructed the problem, it may be determined by the current status of China’s energy use. By each variable Granger causality test, also confirms the above conclusion. The causal analysis also showed that the improvement of energy efficiency in a certain extent are benefit for the improvement of the economic level, the energy structure and the industrial structure.Finally, through the study of China’s energy utilization efficiency, I believe that improve the energy structure, and adjust the industrial structure is effective to improve the efficiency of energy use in China effective method to, but because of the different regions of difference in all aspects, policy formulation should pay attention to the connection with reality.The above context is the main research process and the content of the papers. On the one hand, some of the findings of this article is basically consistent with the current actual situation in China and the results also make the method and theory to be proved; the other hand, there is a huge difference between the different regions of China in energy efficiency, some of this article research results are different with other researcher’results. Visible, energy efficiency is a long-term problem, the theory and methods need to be gradually improved and perfected in the course of the study.
