China's Energy Efficiency And Its Influencing Factors

Energy, just like labor and capital, has become a fundamental strategic resource of modern economy. Since reform and opening up, China's rapid economic growth has made great achievements, while energy consumption is also growing fast, China has been the world's second largest consumer of energy, and the rate of energy consumption growth is going faster and faster. According to such rate, the supply and demand of energy in China will become the world's major problems. In "11th Five -Year Plan" the government puts forward a clear target that unit GDP energy consumption is about 20% lower. Such a target indicates that the government takes energy efficiency problems for state will to carry out a unified management and restraint. And energy efficiency has a crucial role to realize the objectives and build a resource-saving society.Based on the whole idea of "definition of the concept - analysis of the status quo - evaluation of the efficiency - to analyze the reasons - to propose a strategy ",this article definites energy efficiency and explores its measure,then analyzes the overall status quo of China's energy consumption, from such three aspects as the total energy consumption, energy consumption structure and energy consumption intensity , According to the inter-provincial panel data from 1997 to 2006, the author has researched the energy efficiency from the national, provincial, regional level in China. At last, this paper carries regression analysis that how the economic factors affects the energy efficiency, then puts forward a series policy recommendations benefit to improve the energy efficiency.Research shows that from 1997 to 2006, the overall energy efficiency has emerged to rise after the drop, and then an upward trend; Eastern, central and western region followed by reduced levels of energy efficiency, and the energy efficiency of central region is in concert with the basic trend of the nation; the provinces in efficiency frontier are Heilongjiang, Shanghai and Yunnan. and so on; a number of factors such as the level of economic development, industrial structure and energy consumption structure, as well as regional differences affect energy efficiency particularly notable; As a result, China should adhere to improving energy efficiency as its core, then change the mode of economic development, adjust the economic structure, speed up technological progress, enhance regional energy cooperation, build resource-saving industrial structure, development and consumption patterns.
