In responding to The State Tobacco Monopoly Bureau's request, The municipal tobacco companies begin to pursue the new business marketing model of "order over the phone, online trading, electronic settlement, modern logistics", reorganize the whole network of cigarette sales distribution, and expand cigarette sales distribution space for further development.Paper based on the background of cigarette sales and distribution requirements, using the basic principle of fuzzy theory in the progress of planning the cigarette sales and regional distribution, for the purpose of enhancing communication with the retail customers, building up strategic Alliance with retail customers. And then improving the service and network operation level of placing cigarette sales to create high-quality commercial distribution service brand, which will play an important supporting role in the "Sustained, Stable, Coordinated, Healthy" development of cigarette sales.Paper is based on cigarette sales market competition, analyzing on cigarette sales and distribution regional planning, to construct the "smooth sales channels, marketing the region-wide coverage, end-market full control" cigarette sales and distribution network, changing the cigarette sales from the government-guide market to economic market. And cultivate tobacco enterprise's core competitiveness to achieve "the third profit source" of cigarette sales.First, the paper introduces the development of cigarette sales and research background.
