Fuzzy mathematics study and handle fuzzy phenomenon,the thing of the study and handling is a fuzzy concept,in other words,the object concept is difficult to determine. Establishing a new factory is a comprehensive project management,it is important and difficult, and it involves many factors,such as political and cultural,natural environment,economic environment,market,company objectives,etc,so it result a big risk to set up a new factories.So a new plant projects must do a scientific planning and logical analysis for every factors. In this paper,we choice location selection and factory layout as key research content,based on expert evaluation method,we use fuzzy comprehensive evaluation method and fuzzy decision theory,resolve the problems which encountered in the new factory programming,provide a decision-making theory support for location selection and layout design.In this paper,research work is carried through with theory study and engineering application. Chapter II, first introduce and analysis the application theory of fuzzy comprehensive evaluation and fuzzy decision,then bring forward a concepts and application method for how expert evaluation method determine membership function,and conclude a universality procedure of fuzzy mathematics engineering application. Chapter III,analyse the main target for INFICON new plant location selection,include cost,transportation,environment and policy.another analyse the restriction such as factory size,factory structure,etc.Then use expert evaluation method , establish a multi-objective fuzzy comprehensive evaluation model,make fuzzy calculation and fuzzy compositor.Last we get a optimal factory location from eight optional locations. Chapter IV,first introduce general factory layout theory and method,make comparison for different layout theory.Then analyse the limitations of INFICON new factory,and analyse the particularity of the product line,conclude the evaluation factors,establish multi-objective fuzzy comprehensive evaluation model,make fuzzy calculation and get a optimal layout design from six optional designs. The research shows,base on expert evaluation method,the fuzzy comprehensive evaluation and decision-making model can resolve practical problems without membership function experience and knowledge,and it can provide an optimal solution for location selection and layout design.
