In China, the government is the controller of the whole society, the arbiter of social rules and the organizer of scientific and economic activities. In the current national economic environment, how to strengthen the role of the government in the innovation of science based park clusters is the popular topic for scholars at home and abroad. This paper, by analyzing the United States Silicon Valley industrial park, Taiwan Hsinchu Park, and other international well-known high-tech park, combined with the author's practical working experience in Shanghai Zizhu Science Based Park, is trying to explore The Role of Government In the Innovation Models of Industrial Clusters . Firstly, the paper introduces the industrial clusters with its concept, characteristics, system constitution, generating conditions and formation mechanism, theoretically analyzing the role of the government in industrial clusters. Secondly, by comparing the local government's role in two well-known high-tech parks as the Silicon Valley and Hsinchu Park, we can conclude that the government still can not effectively avoid "market failure" and systematic defects. Then, improving solutions are brought up in four aspects: Strengthening the regulatory systems construction, supporting the auxiliary systems, integrating the regulatory systems and auxiliary systems to support each other and focusing the external environment. On this basis, combined with the practical experience in Shanghai Zizhu Science Based Park, the author proposes cluster innovation networks structural model. The paper suggested that we should promote the core of the network layer to develop both horizontally and vertically, restrict the government role in supporting network layer reasonably, improve the supporting network layer continuously, and emphasize the development of outside clusters network layer and the cooperation and interaction in the three major network-layers. Finally, the author also highlights the principles that the Government should hold in the cluster innovation network structural model, in order to improve the government's role and the cluster innovation model. This paper is trying to analyze the local government's role in the innovation of high-tech park clusters, to extend the theory of China's Science and Technology Park study. The author compares various elements cooperation model in industrial clusters, to propose some suggestions for the promotion of industrial clusters innovation in China's new economic development era.
