The traditional form to provide for the aged in house does not suit the current rural old-age security along with the furthermore development of rural economics in China. The absence of rural social endowment insurance institution has become an obstacle of the rural economics so that the popularity of social endowment insurance in rural regions becomes a very important and imperative task concerning current rural development. There has not a uniform standard given by central government to set .the proportion of funds for the payable from central government, regional authority and farmers because of the unbalance of economic and social development in different regions. Short funds, smaller group of people covered, low compliance rates and incomplete system impeded the insurance expanding. To cope with the new challenge that brought by agedness and urbanization of the rural population actively, a rational frame of rural social endowment insurance will be the key that can overcome the difficulties and ensure the implement of rural social endowment insurance institutions.The paper contains six chapters. Chapter One was an introduction part of the dissertation. Chapter Two talked about the actuality and problems of the rural social endowment insurance in China which reviewed the phylogeny of the rural social endowment insurance in China, then summed up and analyzed the problems that occurred in each stage, discussed the foundation of the rural social endowment insurance institutions. Chapter Three, an analysis of government's burden ratio of the rural social endowment insurance was provided, which contrasted the foreign experience to search a befitting financial payout of our country'rural social endowment insurance, then it was found that: although a higher burden of authority in industrialized countries can moderate the conflict of different interest groups but the financial burden of government was more heavily and the competitiveness of enterprises is weakened; our country's rural social endowment insurance should keep a reasonable financial burden ratio. Chapter Four, an analysis of attendees'burden ratio of the rural social endowment insurance, it used for reference of the urban social endowment insurance to discuss the rural social endowment insurance institutions. By analyzing the urban-rural dual economic structure can knows that: the main reason a time lag of rural social endowment insurance and lower burden of governmental finance comparing to urban was due to a lower contribution rate of agriculture, so it was unsuitability to pursue a very just policy at the beginning. Chapter Five, an actuarial method was used to estimate a rational theoretical rate that the financial burden of the central government was equal to regional authority and farmers should pay for the premium from 8% to 12%. Chapter Six, it contrasted and evaluated the actual policy of the rural endowment insurance and some reformative advices for the new rural social endowment insurance experimental unit scheme are provided depending on the result that educed. At last, the main conclusion was summed up and a logical prospect was given.
