Study On The Influencing Factors Of Farmers’ Participation In New Rural Social Endowment Insurance In Daqing City

In 2009 Daqing city were included in the first batch of new agricultural insurance pilot of Heilongjiang province. By the end of 2014, the participation rate of th e new agricultural insurance had reached 87.2% in Daqing city. The new agricultural insurance policy had played an important role in the improvement of the level of farmers’ old age security and alleviating the aging problem in rural areas in Daqing city. However, there are still some problems in the operation of the new agricultural insurance in Daqing city. From the perspective of farmers to participate in the new agricultural insurance, there were still some problems, for example, lack of understanding o f the new agricultural insurance, low grade, low payment rates, etc. Therefore, the influencing factors and problems of farmers’ participation in the new agricultural insurance in Daqing city were studied, and countermeasures to promote the farmers to part icipate in the new agricultural insurance in Daqing city were put forward. Therefore, to improve Daqing city in the promotion of farmers to participate in the enthusiasm of the new rural social endowment insurance, improve the new agricultural insurance development and raise the level of the new agricultural insurance system, this study will have important practical significance. At the same time, this study can enrich and perfect the theory of rural social endowment insurance, and will provide theoretical guidance for the development of new agricultural insurance of Daqing city and the development of relevant policies. The main contents of this study were as follows:First, in this research, the present situation of farmers’ participation in the new rural social endowment insurance in Daqing city was analyzed. The analysis results showed: the older, the higher educational level, the higher the level of income, the higher the degree of understanding of the new agricultural insurance, the proportion of farmer s to participate in the new agricultural insurance was higher; the higher satisfactory degree of new agricultural insurance pay grades, the level of security and financial subsidies, farmers insurance rate is high; health was poor, and the farmers insurance rate was low; many farmers chose to participate in the new agricultural insurance to support the elderly, or increase the security of the elderly; insured farmers paid lower grades.78.4% of the farmers chose 100 yuan-500 yuan grade, and to select the maximum grade of 100 yuan. And the problems of farmers’ participation in the new agricultural insurance in Daqing city were discussed, including farmers lack of understanding of the new agricultural insurance in Daqing city, similar insurance and payment concept of Farmers, low payment rate, Farmers being not satisfied with the level of new agricultural insurance, farmers being not satisfied with the new agricultural insurance premium grade, The low level of peasants’ education and the low income level restricting the farmers to participate in the new agricultural insurance and other issues. On the basis of analyzing the current situation and existing problems of farmers’ participation in new agricultural insurance in Daqing city, by establishing Logistic regression model, The empirical analysis of the influencing factors of farmers’ participation in new agricultural insurance was conducted in Daqing city by using SPSS software, The results show that the annual income level of farmers was very significant to farmers’ participation in new agricultural insurance;the degree of culture was significantly influences the farmers to participate in the new agricultural insurance; the other 7 factors had different effects on Farmers’ participation in the new agricultural insurance, but the effect was not significant. Finally, suggestions on promoting farmers’ participation in new agricultural insurance in Daqing city was proposed. suggestions are as follows: we will adopt a variety of measures to increase the farmer’s income, improve the cultural level of farmers, improve the level of pension insurance, the government should increase the publicity of the new agricultural insurance, strengthen the management and operation of the new rural social endowment insurance fund, the establishment of new rural social endowment insuranc e information management system.
