In the process of establishing and improving the rural social security system, thevarious rural social security items focus on the completeness of their own systems, butlacking in co-ordination among them, this is not conducive to the system of unified andbalance urban and rural development. To address this issue, based on the new rural socialendowment insurance, this thesis will analyses the ways it could coordinate closely withother rural social security items that primarily consist of rural minimum living securitysystem, the rural family planning part of the system of encouragement and assist, and thenew systems of countryside medical service. To measure the possibility and rationality ofcoordination between the new agricultural insurance and other items by means of theestablishment of moderate standard includes minimum and maximum, and conductempirical analysis to give coordinating schemes between the new rural social pensioninsurance and other rural social security projects, in order to establish a dynamiccombined pay mechanism, to meet and raise the life safeguard level of the rural elderlyresidents, and provide the basis and policy suggestions for system connection of the ruralsocial security system.The thesis consists of five parts in addition to the introduction:Chapter I: Introduce the definition of related concepts and basic theory. This chapterfocuses on several important concepts of the study needed for the definition of theconnotation and extension, while the definition of theoretical research on poverty,survival of equity theory, and a moderate level of social security theory and other relatedtheory are discussed for establishing a theoretical basis for co-ordination between thenew rural social pension insurance and other rural social security programs.Chapter II: Establish measurement and basis of coordination between the new ruralsocial pension insurance and other rural social security programs. In principle of socialsecurity appropriate level, based on different testing methods of the poverty line andconcerned with comprehensive consideration of the actual situation of rural income andconsumption, establish a measurement with moderate upper and lower limits, then hold itas the basis and standard of coordination between the new rural social pension insuranceand other social programs in rural areas. Chapter III: Identify rural social programs that could be able to concerned with thenew rural social pension insurance, and use the established measure to analyze currentcoordination situation between the new rural social pension insurance and rural socialsecurity programs point by point, in order to find problems exists in the coordinationprocedure, and the causes of problems.Chapter IV: The fourth chapter is a core part of this article. By establishing aquantitative model and using quantitative analysis software, work out a measurement ofthe basic pension indexation adjustment program, as the basis for making a variety ofcombined pay plans for the new rural social pension insurance and other rural socialsecurity programs, and then verify the feasibility and rationality of the plans to establishreasonable dynamic combined pay mechanism.Chapter V: This chapter for conclusions of this study give some policy suggestions,such as establish a scientific and reasonable combined pay mechanism for co-ordinationbetween the new rural social pension insurance and other rural social security programs,improve the rural social security management system, strengthen the system ofco-ordination to gradually promote the social security level and so on.
