It is driven by the wave of the market economy, the increasing of market share and the expanding of the enterprise scale, the performance evaluation system is also in the process of development. In the enterprise groups, through the connection of strategic goals, performance evaluation system and reward systems, constrains, incentives and monitoring at all levels can be formed in order to protect enterprise groups in achieving short-term objectives as well as long-term goals, and finally ultimately maximize the value of enterprise groups as a whole.Under the guidance of the strategic objectives, this paper will set up a scientific and reasonable performance evaluation system including every kinds of fators and indicators. The greatest feature of the group in its management-level nature is the delaminated. Because of the different content and responsibilities, different performance evaluation methods should be taken, while the greatest advantage of this study is to solve the disconnection problems of different levels (the upper, middle, grass-roots level, on-site) Performance Evaluation. This article first performance appraisal system of business groups at different stages of development and to measure the evolution of means of summary and review; and then on the base of characteristics of enterprise groups, designing the system of indicators at all levels under the guidance of strategy; using the Balanced Scorecard to make the conversion from high-level to the middle, using the budget to set up the convergence between middle level and the grassroots, thereinto, the use of strategic objectives and strategic budgeting guide will integrate the performance evaluation methods of the whole group organicly, so that set up a complete and scientific evaluation system. This article also cited a specific case to expound the process of designing and perfecting of the Enterprise Group's evaluation system, then put foward the problems should be considerd and possible solutions.
