The 21st century is the century of globalization, marketization, informationization, is dominate the century of knowledge. If an enterprise wants to gain a competitive edge, it need to constantly innovation, constantly improve enterprise's overall performance. While the traditional performance evaluation has not meet the needs of the 21st century enterprise management. Therefore, in order to gain a competitive advantage in the rapidly changing competitive environment, how to build a perfect performance evaluation system to support the development of the enterprise, is every enterprise need to ponder on the proposition.Y company mainly from KPI target situation, work discipline, teamwork, learning attitude, work attitude these five \"dimension\" for employee performance evaluation, performance evaluation of the status quo of Y company questionnaire investigation and interview, found Y company because of the lack of the understanding of the system of performance evaluation system, exist in inappropriate mobilization and performance evaluation of enterprise culture, staff training is not strong enough, and imperfect performance evaluation system of these reasons, making performance evaluation of enterprise existence and the company strategic goals, lack of performance evaluation of all dimensions within the separation drive relation as well as the unreasonable performance evaluation results using these problems, lead to the implementation of the performance evaluation of the company did not play its proper role. Therefore, this article will take the strategy as the guidance, the introduction of the balanced scorecard to solve problem of the unreasonable performance evaluation tools of Y company, analyzes the Y introduces the applicability of the balanced scorecard, and Y company is identified through weighting factor method evaluation index weight of each level of Y company to build a strategy oriented performance evaluation system. Of Y company performance evaluation system, on the other hand, the implementation of the safeguard measures are put forward.
