Report at the 17th Party's Congress says,"Nowadays, culture becomes the significant spring of the people's cohesion and creativity and it becomes a more and more important factor of the overall national strength."Administration department culture is the soul of the administration departments and the spiritual power of its development. Greatly strengthening the construction of the administration department culture is the necessity of implementing the concept of scientific development and constructing the harmonious society. It is also the urgent requirement of enhancing working efficiency and the administrative activity. Therefore, we must greatly strengthen the construction of the administration department culture and make utmost effort to motivate staff's initiative and go-aheadism so that we can form a humanistic environment, which is united, aggressive, diligent and pragmatic. Naturally the capacity and level of the administration departments can be increased steadily and as a result the administration departments can perform its function of social management and service better.Firstly, the article introduces culture and expounds the meaning, features and functions of the administration department culture. Thus, it puts forward the theme of the construction of the administration department culture. Taking Shijiazhuang Bureau of Quality Supervision as an example, it briefs the status quo of the construction of the administration department culture. It finds the following four major problems: absence of ideology, diligence, collectivism and honesty. Thus, it talks about the aim, principles and significance of the construction of the administration department culture. Chapter Four is the focus of this article. It also takes this bureau as an example to studies how to promote staff's overall development by sticking to"People-oriented Management"in practice. Therefore it creates the atmosphere and psychological structure which requires the staff to be diligent in study, and work, careful, cooperative and willing to contribute to the work and to be excellent. And the relationship between staff is like that of a family. Finally, humanistic administration departments will come into being, which are people-oriented, pragmatic, initiative, ambitious and united.The construction of the administration department culture is a long-term and systematic project which is the unity of spirit and material as well as the smooth combination of ideology and practice. This article is to make a maximum effort to combine theory and practice naturally through the study of the construction of the administration department culture. It puts forward a comparatively well-constructed model of the administration department culture. Further, it functions critically in the transform of administrative functions, in the renewal of administration conception and in the enhancing of social progress and economical progress.
