Directly under the Shandong Provincial Department of Construction, ever named Shandong Engineering Supervise Company,founded in 1992, Shandong Engineering Supervise & Consultant Co.,Ltd(Abbr.:SDJL) is a executive member of China Association of Engineering Consultant.In about 17 years,SDJL becomes a famous engineering consultant company in Shandong Province with one batch of unities of specialized technology and the administrative personnel,well operated and managed and good sales & marketing performance.In order to adapt the developing situation of business,SDJL increased its register capital and restructed its share holding system according to national general law and requirement in July 2009.After increased its register capital and restructed its share holding system,the drang press for SDJL is to building a human resources mansgement system. SDJL is developing fastly since 2007,especially from its hare holding system restructed.But there are a lot of questions provent its quality growth,the main question is its non human resources mansgement system. This paper tried to deeply researched and analyzed the conditions including the status and trends in China engineering consulting industry,SDJL's external environment from the industrial structure in the global economic environment and changes in domestic economic environment, SDJL companies internal environment that of the company's products (services) and operating structure, resource capacity and core competencies, especially the present situation of SDJL's human resources mangement.Based on the analyzing results,this article is going to build a human resources mangement system of SDJL adapt to its startegy management.This article is going to establish the scientifical idea of human resources mangement, accurate design and implement the human resources strategy that is in line with the overall strategic objectives, propose the tactics model of human resources mangement, reform the compensation management system and the performance management system.The relevant conculusion fo this paper have certain reslistic meaning as to the establishmen to managerial systems of human resources in SDJL and Iarge and medium-sized nationa owned engineering supervise & consultant enetrprises in our country.
