Research On Cuigezhuang's Reform Of Rural Community Share-Holding Cooperative System

Rural Community Share-holding Cooperative System(RCSCS) introduces some suitable mechanisms of share system into rural community, by quantifying the community's some or all collective assets to all members, and refering to the share system's management structure, it reformed the traditional rural collective economy into Share-holding Cooperative System. After more than 20 years development, RCSCS has be a reasonable solution to property right contradiction, and an important way of promoting urbanization development. Based on investigation, this dissertation emphatically tracked the investigation in Cuigezhuang, a village in Beijing, discussed the regularity of the reform process, such as how to determine the reform scope and transfer mechanism and management stucture, how to demarcate the property right and distribute share, how to reform in the town's level, wanting to give some enlightenment and advice to other community's reform.Based on the above, this article carefully examines the RCSCS's reform efficiency from the angle of the modern property rights system, and analyzed Cuigezhuang's reform efficiency from four dimensions(the resources allocation efficiency, the incentives efficiency, the constraints efficiency, and the protection efficiency).I discovered that the traditional system's influence exists in a great scope, and it playing a vital role to determine whether the reform can sucdeed. However, as a new economic system, compared with the original system's malpractice, the RCSCS improved the efficiency by design and mold unique property system. In this paper, the analysis of RCSCS's efficiency aims to tap the inefficient institutional arrangements, and hopes to design more suitable internal system within the framework of the existing enterprise system, and build a suitable environment conditions.From the angle of how to establish the modern property rights system -'ownership clearly established, strict protection and transfer smoothly', this paper gives advices to improve the efficiency of RCSCS, hoping to be helpful for other reforming areas to deepen the reform, and play a reference role for other areas which will reform.This paper also proposed the corresponding countermeasures about how to regulate the operation after the restructuring, how to management the collective assets reasonably under the new system structure, how to solve the employment and social security problems, making the whole community into the city as soon as possible to avoid various contradictions and problems.
