Study On The Design Of Shaanxi Coal And Chemical Industry Group Procurement Model And Operation Mechanism

The procurement model and operation mechanism of the coal enterprise formed in the planned economy period, resulting in inefficient procurement, high procurement cost and procurement quality difficult to ensure. Obviously, it is unable to meet the market economy. Therefore, rebuilding the procurement model and operation mechanism of the coal enterprise is able to meet the objective demand and inevitable trend, the need of healthy development and improving competitiveness of enterprises.Based on a large collection of data and theory, the paper not only analyses the currant situation of the procurement of Shaanxi Coal and Chemical Industry Group, but also introduces the theory in coal logistics, enterprise operation mechanism and the coal enterprise procurement, such as the theory in supply chain management, strategic alliance, systems, and business process reengineering. And points out that the chaos in the procurement of Shaanxi Coal and Chemical Industry Group should be resolved from rebuilding the procurement model and operation mechanism.According to the theory in the coal enterprise procurement, the paper points that the problem of Shaanxi Coal and Chemical Industry Group procurement would be resolved from the "Plan- Implementation - Supervision" centralized procurement model, which is rebuilt from three parts, that is "procurement organization, procurement processes, information platform"; the problem of operation mechanism of Shaanxi Coal and Chemical Industry Group procurement would be resolved from rebuilding the operation mechanism from six areas, that is, information-sharing mechanism, market mechanism, competition mechanism, monitoring mechanism, incentive mechanism and restriction mechanism, in order to making its procurement activities in line with the inherent requirement of market development.
